The short answer is no.
Experience cannot be purchased; it can only be earned through action on the battlefield. However, some Experience can be converted for use from one tank to others.
For example, once you have researched all the modules on a tank and it has gained Elite status, you can convert that tank-specific experience to Free Experience by using Gold. Also, if you have a Premium tank, you can convert its tank specific Experience to Free Experience with Gold.
